  1. The Pay Termination form now includes instructions that ETP Tax Free and Taxable amounts will be automatically included in Normal Earnings and ETP Tax Withheld will be automatically included in Tax. This instruction is repeated in the online help manual.
    The change allows ETP’s to be included in Gross Earnings & Tax paid for reconciliation and banking purposes. On the PAYG Summary and PAYG Annual Report these values will be deducted from Gross to satisfy ATO requirement that ETP payments are not included in reported gross payments.
  2. All PAYG tax scales have been revised for the 2012/13 financial year. Note that tax scale 7 is no longer used – see point 4 below. The new scales will take effect on the first pay period on or after 1st July 2012.
  3. The Flood Levy has been removed from the tax calculation. Flood Levy fields have been removed from the New Employee Wizard and the Maintain Employees dialog. Note that these changes will not take effect until the next pay period end date is later than 30th June 2012.
  4. The $320.00 “tax free” annual leave component has been removed from the PAYG tax calculation as per ATO instruction. Annual leave loading is now taxed the same as other earnings for the period. The text of this instruction is printed below…

Changes to leave loading from 1 July 2012

 There will no longer be a separate withholding scale for payees who are entitled to leave loading. Those payees will no longer have higher withholding from every pay during their time at work. Instead they will now be taxed more accurately when the leave loading is paid.

Payers making leave loading payments as a lump sum will need to use Tax table for back payments, commissions, bonuses and similar payments (NAT 3348) to calculate withholding.

 If payers make payments of leave loading on a pro rata basis, that is, instead of the one lump sum payment they make multiple payments during the year when leave is being taken, then they simply add the leave loading payment to earnings for the period to calculate withholding.

 For the 2012-13 tax tables, Scale 7 in NAT 1004, 2335, 3305 and 3539 will become scale 2 in the Statement of Formulas.
